I got this error on a Server 2008 R2 WCF Service over tcp. Notice a number of suggestions for solving this problem but my suggestion is to check the following Windows Services:
  • Net.Tcp Listener Adaptor
  • Net.Tcp port Shareoing Service
  • Windows Process Activation Service

Found that these services had not started up after a server reboot.
